Thanks guys. TBH the parcel isn't worth that much or weighs that much.
International Signed for will be about £9 to Italy.
I will send them the invoice and see what they do.
Where do I stand as a Seller if they turn out to be a fraudster and the real card holder does a charge back?
Also, where do I stand with eBay if the buyer doesn't get in contact or pay?
Am I being cynical?

I wouldn't bother mate. There's too many loopholes for guys to scam you, even with signed for. This one has alarm bells all over it.
Re: Am I being cynical?
Well I've not had any payment from them yet so may report them to ebay for non payment. Although it's only been a few days

CIA got you pushing to many pencils.
Re: Am I being cynical?
well, still no payment made so I put a case forward to ebay. I'm partially relieved that they didn't pay and I don't have to post it overseas
