In response to this unique terrorist threat the writers believe that the United Nations have assembled a counter terrorist organisation whose primary objective is to neutralise it. Shrouded in secrecy this international military collective is believed to have been drawn together from the World’s elite forces and has been designated ACTION FORCE. This super elite appears to be composed of five groups:

- a contingent of the U.S Delta Force (Codenamed G.I. Joe)

- an international S.A.S regiment

- an international elite infantry regiment (Codenamed Z-Force)

- an international aeronautical and space organisation (referred to as Space Force)

- an international naval task force (Codenamed Q-Force)
