Can anyone identify this version of Dr. X?

I just won this Dr. X figure on Ebay UK. Has anyone seen one like it? I only bid on it because its a variant I've never seen. I've seen one similar in an unreleased 2-pack, but this one is different.
He's wearing a pair of Psycho's pants and in desperate need for a pair of boots.

I think the Ultimate Battle pack was released indeed in 2003 with that same Dr X. Are you sure it was cancelled?

That may be the set. Do you know of any pictures for it? I haven't found any.

This is the set I believe was cancelled. I found this pic for it, not sure of the date. A set like this was put up for auction on eBay last December. I won the auction, but the guy never sent it although I did get my money back.

It seems the head is the only part they have in common, though the colors make easy to confuse them. the Dr X from the cancelled pack has the arms and torso of my old Dr X and sculpted pants seemingly based on Anti-Freeze.
The one from Ultimate Battle is the one with the "bulbs" on his shirt, and cloth pants.

Awesome. Thanks for the info. I thought I had seen that set before, I just didn't know the name. Now I know what he's missing.

That unreleased set is called Sea Sled Attack. I checked the old eBay listing. He listed the set as an unreleased prototype. I think I know the seller from another group on Yahoo. He had the Fire and Ice X-Robot prototypes as well.
