I also went to the Joe wiki to see more about his cancellation and found images of the unused package art and prototype
There also was the Order of Battle image. I could have saved myself the effort of uploading the whole page! . Even himself was released as the remnant of the intended Rocky licensing, but accounts disagree if he was intended as the Italian Stallion's rival or if he was created to give an use to Rocky's accessories (I guess the 1st one must be the truth since it's the story told in the wiki).

Some have said it's an spiritual license of the Rock'em Sock'em Robots. Definitely the final battle pays tribute to Rocky (albeit the Zeus operators are more smug than Apollo who is more sympathethic)
