I had some extra parts from the Ultimate Roadblock so I decided to make him into Salvo. The original head I used for my previous Salvo was too small unfortunately so I had to modify the Roadblock head instead. The brown piece on his arm is meant as a cushion for him when holding the launcher. That just ties it back to his vintage shirt color which was brown. I just pretend he ripped up his old shirt and wrapped it around his arm.
