Yep, that's all it is, a running change. I'm a bit rusty on the facts, but the 2 different styles are reasonably well known in the States. Seem's to me that it was a change made to accommodate the ball joint necks, but it also saved just a tiny bit in plastic cost. Plus the shoulder joints are not typically specific for any figure. So they can use "one" mold for a lot of figures, just change out the plastic color. Probably cheaper for them to alter the old molds, than it was to continue using the old joints.

At any rate, it doesn't indicate country of origin, or Hasbro vs. Palitoy or anything along those lines. Just earlier and later.
