tomax and xamot variant?

i found a catalogue for joes in a draw earlier and after a peruse i noticed that the version of tomax and xamot is different, sorry for the poor pic i couldn't get a decent shot.

I think they must be prototypes ?

I liked their guns but their faces looked better on the released versions.
