SPAM posts + Change in registration procedures

As I, and others, are now finding the Spam posts to be more than a passing irritation, I've temporarily turned on the email registration feature for new users.

This means that any new users will have to provide a valid email address for their account to be activated.

I'll review this position again in a few months time.
