Purple Fabric Cape

I have a purple/red fabric cape that i believe is AF/GI Joe. It was in with Techno Viper, but im not sure its his.

Is there a variation of Techno Viper with a cape?

Do you know of any other figures with fabric capes? I can find it on yojoe either.

Its got a plastic ring inside the top to clip to a figures neck.

Any help would be much appreciated!

This one is material.
