It not just Palitoy who were lax with quality control. At the end of the Star Wars era in Europe on the Trilogo cards many companies paired up figures with the wrong bubble/cardback/accessory. There are enough examples that people collect these and often pay a premium for what is essentially a clearance item.

Those bubbles do look like ROTJ and Trilogo era bubbles, it should be noted that Trilogos don't feature a waffle pattern in the seal whereas ROTJ MOCs do. However without seeing them in the flesh as it were its hard to say for certain.
