I assume you mean UK editions vs. rest of Europe editions? There might be a difference here. Personnaly, I can only recall having seen windowed boxes as a kid for vehicles that came with drivers. So for me the bubbled figures are reference and therefore Hunter comes with an AK-47.
These are certainly not convention items. Back in those days toys were just toys.

Yeah, sorry, I meant mainland Europe.

I agree with the Baron on this, I didn't get a weapon with my Hunter all those years ago. It was a real surprise to see the AK in the photo! Was this may be one of those famous mis - packs?

When confronted by a difficult problem you can solve it more easily by reducing it to the question. How would the Lone Ranger handle this?
Re: AF Hunter and Tunnel Rat 25th style
I'm not sure where the original discussion is, it may even have been on the yojoe boards come to think of it, but there are versions of the nine jointed Joe repaints, all packaged in individual bubbles but without filecards, and they all contain their GI Joe counterparts' accessories, eg Red Jackal has Destro's gun and backpack, and so on. Best one has to be Blades - a helicopter pilot with a metal detector! No-one knows where they came from.

Hmm, we don't have any pics of this edition Steeler or Stalker, which makes me wonder if it was a wave2 packaging variation after the recent non-windowed boxes discussion...

Afraid I don't have any pictures of either, but I had wave 1 Stalker and Steeler figures with their respective vehicles and both came in the same bubble packs as the others shown here. Stalker with his Uzi & satchel charge as per the firsrt Snake-Eyes and Steeler with his helmet, Uzi and visor as per his GI Joe counterpart, different colours not withstanding. As far as i can remember that's how most of these figures came.
