Tis an easy one (tho not easy to track), he is a Cobra trooper V4 sometimes refereed to as an air trooper.

hes the cobra gas mask trooper - two of them came in a comic pack with lady jaye. i use the heads (darkened) on the later six pack cobra troopers as im not keen on that light blue...

Definitely the gas mask trooper it comes with Lady Jaye and a second uniformed soldier and issue #43 I think in the comic pack.

Built To Rule Rock N' Roll with the beard not sure about the other one but also a BTR figure. BTR was a cross between lego and the GI Joe range.

they're built to rule figures, but i dunno who.
