eBay seller protection - extinct

So, I sold a large lot of Modern Action Man items on eBay - £6.99 + £13 postage (through Parcel Force) due to the weight. Since part of the weight issue was a footlocker (which I'd not pictured but just mentioned in the listing), I offered to remove it to get the postage cost down. Having exchanged messages and a picture of the footlocker the buyer said he wanted it with everything else.
As I always do, I agreed that if I could post for less I would do and give a part refund. In the meantime the buyer has checked Royal Mail and considers I can probably send it for as little as £5 as a small parcel (true, at the right weight). The parcel when wrapped is just about the maximum for a small parcel size, but weighing in at 3kg it can only be sent medium parcel at the best price of £12.98, by Parcel Force (yes, exactly as I'd advertised in my listing).
Now the buyer has left negative feedback on the basis I've wasted money on postage and ignored his clear message. Speaking to eBay this doesn't fit with their policy of feedback removal, despite the reality being that I've done what was advertised on the listing and couldn't actually have reduced the cost using any other Royal Mail service! Did he want the 2p difference between what it cost and what I charged! What is the world coming to!
