Blood for the Baron!

Hi all,
Having just gone through my collection, I've found a few non Action Force / GI Joe figures.. I know what most are, either The Corps!, A-Team/Galoob or Freedom Fighters, or suchlike, but this one is a mystery - has some kind of text on the foot..
What do you think it is? poseable like GI Joe, not bad quality but the lower arms/hands look terrible!
