Does anybody know if a Black Major head will fit onto/into a cobra officer upper torso ?

Yup! A lot of my customs use palitoy heads on arah swivel neck fugures. Thry sometimes can wiggle up and down a little but as the palitoy necks have more room between the head and "stopper" than arah figures but you can mod it with some filler or glue to stop that.
