I just tried to resize it with microsoft paint and the quality of the original pic dosnt hold up too well ....

It looks better Andy I tried Paint but was disastrous with it at least it's readable now thanks for that

Sorry! I thought that it was the Provisional Govenment's councils. Not loads of provisonial goverments and lots of councils. But perhaps that's because I've been reading a lot about the Russian Provisional government, and the Revoltionary Councils (Soviets ) recently..
