Now for the villains.
I have made a sort of HYDRA as a mix-and-match of A.I.M., members of HYDRA from different media and characters associated to those characters.
So the HYDRA "heads" are: Kingpin (led HYDRA's Las Vegas branch once), Mandarin (HYDRA leader in Heroes Reborn), MODOK (A.I.M. leader) and Red Skull (Kingpin's supervisor in the aforementioned Las Vegas story)

HYDRA "workers": Commcast (I just found he fitted), Deathstrike (HYDRA in the X-Men 3 game), Electro (Red Skull's creation in Spidey TV series), a Hand Ninja (asociated to both Kingpin and Mandarin), Jack O'Lantern (works for Red Skull), Omega Red (HYDRA in X-Men Evolution), Silver Sable (worked for Rede Skull in Spidey TV series), Silver Samurai (HYDRA in X-Men 3 game), Smythe (works for Kingpin in Spidey TV series) and Titanium Man (HYDRA in Heroes Reborn).

I had to separate the unaffiliated villains in four images.
