I definitely think he's meant to be . He's too shiny to be anyone else. Judging by his smoking jacket and polo neck appearance I'm guessing this is the extremely limited edition "Glass of Port by the Fireplace Cobra Commander" and that once the standard version gets released he will have had a helmet added (as it were - kinky swine)

Definately Cobra Commander. I like the look. Also they've updated Crystal Ball in Cobra II: 2. I'd recommend anyone buying the first TPB - it's the best Joe comic ever written by quite some margin and the best for non Joe fans to get into. The new series is turning out well with very much more gritty reinterpretations of Croc Master, Crystal Ball in a way that, surprisingly, doesn't take them too far from source. They are just very, very well presented and written.
