they're from police vs bad guyz figures.
i used the coat of the character with the rocket launcher for my black major custom.
they also have really cool holsters with little skulls on them.

i also used the little skulls that hold the coat on for my Baron Ironblood custom.
pretty sh*t figure but great for customs

there were a few different figures.
the whole range was called police vs bad guyz and i think there was another range by a different company called cops vs bad guys.
i only saw 3 baddies the 1 pictured, a guy with a hockey mask and another in a prison uniform.
there were various playsets with bikes and trucks, prison vans, police helicoptor etc but i havent seen these in the shops in a couple of years. i got mine in poundstretchers maybe 3 years ago. the only info on the box is a company name-telitoy, although they look like chap mei toys
i've seen these on ebay occasionally but they are always misnamed.

I will keep an eye out for these guys from now on! The stall holder I bought the Police tank from had a bag full of figures and weapons, but wouldn't separate them from the box of tanks next to them. Usually not a problem, but the tanks were all different sizes, most of them broken and he wanted £20 for it all. Miserable sod had just sold me a job lot of stuff with the Police tank! He wouldn't budge.
If I see anything like this, or in fact, anything with sculls on the weapons / holsters I'll buy them and post pics.
