Tricky because it depends on how authentic you want the figure to be. Undoubtedly for an 80's pality figure then vinyl or Han's trenchcoat should be fine. Dylon dye is quite good, I've found (on 1:6th scale mainly).
However if you want a modern figure, the Gernan Motorbike dude from Indiana Jones has the sculpted torso and a material lower half.

so I suppose that leaves me with either thin vinyl or a modified bib fortuna coat ?
I kind of avoided the issue on my German officer and on my french foreign legion soldier.
the german officer was originally going to be a panzer captain (with trenchcoat)
I have avoided some customs because of this problem, non of the action force figures had coats or clothes so I suppose it was never a problem for palitoy.

OK, best compromise I can think of is to use a Cobra Commander torso (if the old AF arms fit and glue in onto legs. Then get a sheet of vinyl for the lower part and glue it round (after painting). Then use a thicker peice for the belt to hide the join. That way you should have a fairly accurate, but incongruous, custom!
